The jewel of Italy was, of course, the old Imperial capital, but to control Rome, Justinian needed a puppet pope. So he cut a deal with Vigilius, the greedy papal ambassador to the East. Vigilius agreed to be Justinian's pope in return for the sum of 700 pounds of gold. But first, Justinian had to take Italy from the Goths.
